Mates,
I do not want to tie up the Circular messages with notifications of Targets.

I do try to spy/locate targets because I'm fortunate enough to have ALL 32 hideout lvls.

If I hit upon an INACTIVE with 75,000 - 450,000 goods/mats I just feel as if I should do one or two Circular messages regarding the targets.
